Capacity Exchange and Equal Partnership is needed with INGOs

Dhaka, 8th October 2020: Today BDCSProcess, a platform of 700 local NGO/CSO organized 2nd session of their 2nd Annual Conference titled “Partnership and Process to Promote Sustainable Local CSO/NGOs”. 250 participants including 20 guests from Bangladesh and abroad attended to the session that was chaired by Ms Shireen P Huq of Naripokkha, and moderated by Mr. Rezaul Karim Chowdhury, National Coordinator of the BDCSO.

The session urged the international agencies to shun the practice of colonial domination in partnership. The speakers also said that local CSO/NGOs believe in complementarity and inclusiveness which requires empathic and equal approach.

Other speakers of the session includes Mr. Ignacio Packer, ICVA, Switzerland; Ms. Nanette Antiquisa, ECOWEB & A4EP Philliphines; Mr. Howard Mollet, C4C &CAFOD, UK; Mr. Rajan Ghimire, Multesar International, Bangladesh; Mr. Jashim Uddin, ADAB; Mr. Morshed Alam Sarker, POPI &CDF; Mr. Abdul Awal, NRDS &SUPRO; Mr. Sheikh Asad, Udayan Bangladesh,  Khulna; Mr. Akbar Hossain, RPS, Rangpur; Ms. Sayeda Yasmin, AFAD, Kurigram; Ms. Sheuly Sharma, Jago Nari; and Mr. Rajkumar Shaw from Rajshahi.

Ms. Shireen P Huq said in the concluding remarks, colonialism is a past issue but the practice is still alive in some partnership between NGOs and international agencies that must be eliminated. International agencies altogether should come up with similar compliance and must provide overhead cost to the local NGOs. She added, women headed organizations hardly gets any advantages and positive encouragement although everyone talk about it.

Mr. Igancio Packer reminding the Principle of Partnership (2007) said, all UN agencies and NGOs have to work in complementarity and inclusiveness, which requires empathic and equal relationship with promoting sustainability for local NGOs.

Mr. Howard Mollet of CAFOD emphasized the risk sharing in partnership said that, in respect of early warning and in climate change local NGOs can work best.

Ms. Nanette Antequisa said that accountability and transparency have to work out in both bottom up with top down approach. It is not only compulsory for local NGO/CSOs only.

Mr. Rajan Ghimire said, when a project ends partnership should not be ended. There should be process of sustainability of the NGO and the intended project impact.

AKM Jashim Uddin of ADAB said, corporatization of NGOs hinders the pro people CSO/ NGO growth. He added, spirit of local NGO/CSO for rights and development are the greatest assets of social capital that have to be nurtured.

Mr. Abdul Awal of SUPRO said, time has come to assess whether international agencies are in the compliance and implementation of different agreements which have been agreed. He reminded the SDG slogan “No one should be leave behind” and said, local NGO/CSOs should not be left behind.

Mr. Morshed Alam Sarker questioned, why UN agencies and INGOs still raise the issue of capacity even after forty years of their effort? It is their failures if local NGO don’t have it. Rather, they have the best capacity being at local level and locally experienced and knowing local language. He urged micro finance institutions to assist right based local NGO/CSOs.
